Another important event in the history of the Guagua National Colleges has been written with the installation into office of the 8th President, Atty. Ricardo V. Puno, Jr. on September 26, 2008 at the G.N.C. Open Quadrangle. Attended by members of the GNC community - teaching and non-teaching staff, students, alumni and friends, the affair kicked off with a Thanksgiving Mass held at the Guagua Parish Church. Installation rites followed at the GNC Open Quadrangle.
Most Rev. Archbishop Paciano B. Aniceto, D.D. was the main celebrant in the mass. Assisting him were Most Rev. Bishop Roberto C. Mallari, D.D., Msgr. Cenovio M. Lumanog, V.G., and Rev. Fr. Francisco C. Mendoza. The alumni group was represented by Engr. Jesus S. Nicdao and Mario R. Gatus, President and Former President of the GNC Alumni Asociation respectively during the offertory procession. Mrs. Magdalena L. Rodriguez, GNCFLU President and Mrs. Velia M. Cura, GNCNTMLU President, together with some students and parents also joined the procession. The GNC Sodality of Our Lady Choir rendered the liturgical songs. Ms. Juanita P. Mesa served as commentator.
After the mass, the GNC community proceeded to the Open Quadrangle for the Solemn Installation and Investiture Ceremonies. Blessing of the mace and academic collar by Most Rev. Robert C. Mallari, reading of the appointment by Dr. Victor S. Limlingan, Chairman of the GNC Board of Trustees, presentation of the Mace by Brig. Gen. (Ret.) Rafael D. Goseco, former GNC President and presentation of the academic collar by Hon. Jesli A. Lapus, Secretary, Department of Education and Hon. Emmanuel Y. Angeles, Chair, Commission on Higher Education highlighted the ceremonies. Sec. Lapus, Dr. Angeles and Hon. Ronaldo V. Puno, Secretary, Department of Interior and Local Government delivered their congratulatory messages for the new President. Roy M. Songco, High School Principal emceed the program.
Archbishop Aniceto administered the Oath of Office followed by the Address of Acceptance of Atty. R.V. Puno, Jr. as 8th GNC President. His address dwelt on the theme "A Time to Build" - a theme that will serve as a rallying point during his stint as President of the Guagua National Colleges.
Dinner made up mainly of authentic Kapampangan cuisine was served at the Tanjangco Hall.
